The Administration section allows you to create messages, control access to your system, generate emails, generate newsletters, and control many of the system variables for your CMS pages.
Logging into the system as an administrator gives you the privileges to perform these administrative functions.  You can create other administrative users if you have staff you want to allow certain administrative functions.
